No, you cant do that.
So the law actualy exists.  But only if Phu Qouc airport had an international status you could. You could stay in transit in HCMC and take the flight to Phu Qouc and get the up to 15days visa there. But Phu Quoc still isnt international.
Same thing as arrivals with cruise ships, still not working yet.

If you plan to take a flight from HCMC to cambodia, make sure you check threw your baggage to cambodia upfront your first flight! Otherwise you will have the problem that your baggage is behind immigration in HCMC and you dont have a visa :cry2:

just found this though npmole?

The Prime Minister has issued a decision on entry and exit procedures for foreign visitor to Phu Quoc Island in southern Kien Giang Province on September 16th.
Accordingly, foreigners and Vietnamese nationals bearing foreign passports who want to enter and stay in Phu Quoc Island for less than 15 days will be exempt from visa application. Those who enter Vietnam through an international border gate and then travel to Phu Quoc Island will also be exempt from visa application. Passports must be valid for at least 45 days.
After arriving in Phu Quoc Island, if visitors want to travel other localities or stay in the island for more than 15 days, the immigration department will be responsible for issuing visas right on the spot.

on an up to date site?  is this leading me down a wrong path?

Yes it is correct that you don't need a Vietnamese visa for a stay on Phu Quoc island for a period of less than 15 days.BUT-currently,the only way you can actually get there to take advantage of this exception is 1)via the "Special Economic Zone" at Ha Tien.where you can enter Vietnam via the International border gate at Ha Tien, and transit to Phu Quoc via ferry. Most nationalities can enter here with a 15 day entry stamp and no visa. 2) If a cruise ship calls at the island. If you fly in to Saigon, you arrive at the international terminal, you then have to go through Immigration,as the flight to Phu Quoc leaves from the domestic terminal, which is several hundred metres away.So it's not possible yet-until,as another poster says, the International airport on Phu Quoc opens-still months away. It's entirely possible the airline won't let you fly if you don't have a valid visa for Vietnam,as it's their responsibility if,as is very likely Vietnamese Immigration refuse you entry. If it's possible I would try and change your flight, and either get a visa from the Embassy on monday,or a pre-approved visa online-which will likely take 2 days, although there might be a urgent option to do this.Good luck!!

if you think about, taking an air asia flight from saigon... forget it
It might be cheaper, but air asia dosnt have a interline contract with other companies. This means, you cant check through you baggage. Which means, your baggage is behind immigration........ :cry2:

What about driving a car with cambo license plates across the border and to the island. Insurance?

Well,it's actually illegal to drive any sort of motor vehicle in Vietnam if you don't have a Vietnamese driving licence,so you wouldn't have insurance anyway. The roads here on the mainland are in reasonable condition, but on the island they have deteriorated a bit due to construction and the rainy season.Traffic here is very light, there are quite a lot of motorbikes(but nothing like Saigon)If you did have an accident you would have a problem, but the police/border guards are fairly easy going here, and I know lots of people who have come here with Cambodian registered motorbikes or cars without any problems.Usually they don't even check the paperwork. There's a big new car ferry which goes from Ha Tien to Phu Quoc every morning at 08.20,and comes back, arriving here at about 17.00 I think the current prices are 165,000VND o/w for a person, about 500,000 VND o/w for a car,and 100,000VND for a motorbike. It goes to the N/E corner of the island, about a 1 hour drive from the capital-Duong Dong

I've got a 4-wheel drive almost tank (Land Cruiser) so the roads aren't a worry. Will I be stopped everywhere by corrupt police (like in Snooky) and asked to pay a fine (bribe?) If I go to the Vietnamese consul in Snooky they are going to tell me I can't drive in Vietnam? On checking the International Drivers License site, it appears that Vietnam recognizes this license. I wonder if its like Cambodia where you show them that and they say you need a cambo license even though Cambodia is listed as a signing country to the treaty.

Whats the gas like in Vietnam? Should I bring a bunch of extra fuel filters and do they also have LPG?

I don't think that you will be stopped by the police here, there aren't many uniformed police about anyway, and I've never heard of any foreigner being stopped and "fined" It's rare for the police to stop foreigners here anyway,as they can't generally speak English(or any other foreign language)the only exception being big cities like Saigon or Hanoi.I imagine if you ask at the Vietnamese Consulate in SV,they will tell you that you need a Vietnamese driving licence, afaik it's definitely the case that you need one,and I am pretty sure an IDP isn't valid here.It would only be a problem if you had an accident anyway.Obviously I'm not advising anyone to break the law,but the practicalities of the situation are that you can bring a Cambodian registered car here, and as long as you stick to Ha Tien and Phu Quoc, then you shouldn't have any problems. It's quite possible that the border guys will want a small "gift" to allow the vehicle in to Vietnam-it didn't use to happen, but now there are quite a few people coming with the "no visa" regulations, they always charge a small fee-seems to be normally 5USD.I don't own a vehicle here-I could if I wanted to,with the correct paperwork, but it's just not worth it-so I don't know about the fuel.I see it being transported into Cambodia from here all the time,so I guess it's cheaper here, and no one has ever said anything about the quality being poor.I've not seen an LPG station here,I will try and find out if there's one on Phu Quoc.

Thanks for the info. We're coming over in Dec or Jan. What about exchanging money or do they accept US dollars like Cambo? Since the ferry doesn't leave until 8am the next morning, probibly going to spend at least a night in Ha Tien, hows the guest house situation there? BTW/ This ferry isn't like the African ferries that turn turtle? (sink because they are way overloaded.)

Prices here are all quoted in Vietnamese Dong,if USD are accepted, the exchange rate won't be in your favour, but it's easy to change USD at banks or gold shops.ATM's pay out VND.There are literally dozens of hotels/guesthouses here in Ha Tien.expect to pay no more than the equivalent of 15USD per night for a large room with 2 double beds,A/C fridge,TV and hot water. There are usually plenty of rooms available, the only exception being Vietnamese public holidays, when it can be difficult to find rooms.Be aware that Phu Quoc can be busy at that time of year,(Dec/Jan)and it's better to pre-book a room there if possible,or you might have to spend some time trying to find somewhere, and the cheaper places will be full-although if you have a car,it will be a lot easier. The car ferry is a large modern ship, and it's not like Cambodia, they are actually quite strict here about the number of passengers/vehicles allowed on.

stayed in the Hai Yen last year. And like Andy said before, a large room with 2 double beds,A/C fridge,TV hot shower (high pressure ) and a bathtube, also very clean. Price was below $15.

PS if you come home late the entrance is closed. When you look at the picture of the card below, you see the two ladies in red in front of the entrance. Now there are small palmtrees to the right and the left. Behind the right palmtree there is the doorbell. No chance to find this at night (took me half an hour )
