Officially, you need two things. You need the Ordinary Visa (ex business visa) and a Work Permit.
That said, I reckon I can count the number of people in town that actually have a Work Permit on one hand. Generally, a one off 'fine' will suffice. That said, if they really want to push it, as they did with me, they back dated the work permit requirement to the day you first came into cambodia on a Ordinary Visa.
So, if you have lived here for 10 years, but only had a business for one, you have to pay 10 years of work permits, plus a fine, plus if you employ over 10 staff, then work books, insurance, etc, etc, for your staff.
As you know, the ordinary visa is around $300 per year, and a work permit is $100.
